With appropriate modifications from the military service academies, I am proposing the founding of a United States Civil Service Academy that I would like to locate in or near LaPorte County. This Academy will be a permanent stimulus for job growth in the Michiana area from Benton Harbor to Gary, From Elkhart to Valparaiso, from South Bend to Kokomo, which has lost many manufacturing jobs. Even more importantly, it will greatly add to our national strength in the following ways:
First, by recruiting talented high school graduates and giving them a free 4 year education, we will be able to effectively train the next generation of disciplined homeland security, FBI, CIA, and law enforcement agents. For every year of education, they will serve our nation two years.
Some will choose an accelerated law degree in six years and will go on to serve in the JAG corps, in local prosecutor’s office, in the Department of Justice, or in various administrative agencies. Others will follow a fast-track medical degree in seven years. About half will serve in our nation as physicians and counselors/psychologists for prison inmates and drug court programs in the criminal justice system, so that we can finally intelligently fight crime by attacking the root causes of mental illness and youthful, untreated trauma. The other half will be sent to foreign nations as ambassadors of goodwill. The will serve the sick and the poor, and will represent the U.S. in a positive light to these tribal cultures and insulated societies that have traditionally hated us. These civil service medical ambassadors will open doors to tolerance and favorable opinion of us, in ways that bombs and a war on terror will not.
Next, this academy will become the center for a U.S. technology center where we will concentrate and accelerate the goal of becoming energy independent. We will buy up key patents and put them into the public domain for U.S. American firms. Government should be a partner with private U.S. firms and should always strive to lead the world in technology.
